This study aims to find out and analyze how effective the policies contained in the circular letter of the minister for the utilization of the state apparatus for bureaucratic reform number 18 of 2021 are for the state civil apparatus in the Makassar Class I Penitentiary Office. This study uses empirical research methods, namely materials obtained from Literature Studies and materials obtained from field research. The results of this study indicate that policy implementation is one of the keys to stopping the spread of Covid-19. The policy steps taken are first, the existence of a clear legal umbrella (norm). Second, the existence of legal products as a technical step from the existing legal umbrella (instruments). And third, there is legal protection (waarborg) for all stakeholders in the process of preventing the spread of Covid-19. The recommendations in this study are related to the effectiveness of the implementation of the policies contained in the circular letter of the minister of pan-rb no.18 of 2021 for the state civil apparatus at the Makassar Class I Penitentiary Office. The Makassar Class I Correctional Center responded to this policy by implementing several innovations, especially by providing guidance and supervision by utilizing internet-based information technology media. This innovation can cut off physical interaction in carrying out public services so as to facilitate the process of mentoring and supervising Makassar Class I Correctional Center clients in the midst of the COVID-19 pandemic.

Penelitian ini bertujuan untuk mengetahui dan menganalisa seberapa efektiv kebijakan yang tertuang dalam surat edaran menteri pendayagunaan aparatur negara reformasi birokrasi nomor 18 tahun 2021 terhadap aparatur sipil negara di kantor balai pemasyarakatan kelas I makassar.  Penelitian ini menggunakan metode penelitian empiris, yaitu bahan yang diperoleh dari Studi Pustaka dan Bahan yang diperoleh dari penelitian lapangan. Hasil penelitian ini menunjukkan bahwa, implementasi kebijakan salah satu kunci dalam menghentikan penyebaran Covid-19. Langkah kebijakan yang dilakukan adalah pertama, adanya payung hukum yang jelas (norm). Kedua, adanya Produk hukum sebagai langkah teknis dari payung hukum yang sudah ada (instrument). Dan ketiga, adanya perlindungan hukum (waarborg) bagi semua stakeholder dalam proses pencegahan dari penyebaran Covid-19 ini.   Adapun rekomendasi dalam penelitian ini adalah terkait efektivitas implementasi kebijakan yang tertuang dalam surat edaran menteri pan-rb no.18 Tahun 2021 terhadap aparatur sipil negara pada kantor balai pemasyarakatan kelas I makasssar. Balai pemasyarakatan kelas I makassar merespon kebijakan tersebut dengan menerapkan beberapa inovasi, terutama dengan melangsungkan pembimbingan dan pengawasan dengan memanfaatkan media teknologi informasi berbasis internet. Inovasi ini dapat memotong interaksi fisik  dalam melakukan pelayanan publik sehingga mempermudah proses pembimbingan dan pengawasan kepada klien balai pemasyarakatan kelas I Makassar di tengah wabah pandemi covid-19.
